About this seminar

Cologne Carnival brings millions of people together in streets, squares, pubs and on public transport. For the police and other emergency services, the celebrations create a demanding operational environment; for IPA members, they offer a unique opportunity to meet friends from different countries and experience one of Germany’s most famous carnival traditions together.

This international IBZ event combines both: a warm and sociable IPA gathering in one of Germany’s carnival hotspots and a professionally relevant programme on crowd management, public safety and the policing of major events. Participants will learn with one another, observe Carnival at first hand and celebrate together.

The professional sessions examine the planning and policing of large public events from operational, tactical and strategic perspectives. Topics include crowd dynamics, risk assessment, public-order policing, communication and de-escalation, emergency and contingency planning, alcohol-related incidents, the deployment of resources, cooperation with organisers and emergency services, and the use of technology.

Cologne Carnival serves as a live case study. From the carnival weekend to the Rosenmontag parade, participants can see how police, transport providers, municipal authorities, medical services and event organisers respond to changing crowd situations. The observations will be prepared and evaluated in the seminar so that the cultural experience also generates practical lessons for participants’ own work.

A comparative session on London’s Notting Hill Carnival will broaden the international perspective. Participants will explore similarities and differences between two major urban celebrations with distinct histories, communities, traditions and security environments, and will be encouraged to contribute examples from their own countries.

IPA friendship is an essential part of the event. Shared visits, informal conversations and an IPA Carnival party in Cologne will give participants time to renew friendships and build new professional connections in a relaxed international setting. Fancy dress is warmly encouraged.

Target group

The event is aimed at IPA members and law enforcement professionals involved in policing major events and managing large crowds. It is particularly relevant for public-order units, operational commanders, patrol and response officers, crowd-management specialists, police liaison teams, control-room and intelligence personnel, and officers responsible for event planning, communication or de-escalation. Representatives of municipal authorities, transport providers, fire and rescue services, and event-security organisations may also benefit.

Requirements

Participants should be willing to contribute their professional experience to the international exchange and take part in both the specialist programme and the accompanying IPA activities.
